Job Description:

The Licence Fee Unit (LFU) is responsible for collecting the licence fee, the major source of funding for the BBC, generating over £3bn of revenue each year. The aim of the LFU is “to maximise long term net licence fee revenue in a way which sustains public support for the TV licence”, ensuring that the licence fee is collected in an efficient, appropriate and proportionate way.

The LFU collects the licence fee through a number of outsourced contracts operating together under the TV Licensing (TVL) trademark. Like the rest of the BBC, licence fee collection is operating in an increasingly competitive market and must adapt to changing customer needs.

Responsibilities:

  • Define, build and manage the day-to-day activities within the PMO function, providing guidance and governance to the PMO policies, processes and framework.
  • Work with the programme hierarchy to define, document, establish and implement project/programme organisation and governance.
  • Effectively and efficiently manage the internal BBC RAID Log, inclusive of Lessons Learnt, Deliverables, Documents and Changes associated with the overall programme.
  • Own and professionalise the overall reporting process and ensure timely, accurate, consistent and tailored reporting to relevant audiences, including progress, benefits, schedule and financial status.
  • Proactive assurance of vendor project plans, allowing for the preparation and maintenance of an overall high-level plan identifying major milestones, critical dependencies and risks, for the awareness of the programme hierarchy and stakeholders.
  • Support the Lead Project Manager, Programme Manager and Programme Director, facilitating the programme governance, and decision forums and Go/No go decisions.

Requirements:

  • Function – A proven ability to define, build and lead a successful technological PMO function that will stand up to ongoing professional relevance and scrutiny throughout the life cycle of the programme.
  • Communication – Excellent and well-practiced communication (spoken, written, listening), interpersonal and influencing skills with the ability to bridge programme and business speak through user-friendly reporting language to senior management and stakeholders.
  • Problem Solving and Resilience – Ability to combine patience, determination, and persistence, to analyse and troubleshoot any issue that is identified either within the programme or PMO function.
  • Collaboration – Ability to work on own initiative and collaboratively as a team member, specifically when working with outsourced partners on large and highly visible contracts/programmes of work.
  • Programme/Project Management – Detailed understanding and experience of project and programme management good practice, terminology, tools and techniques.
  • Leadership – Holds themselves and others accountable for decisions, actions, timeliness and quality of the end product in ensuring a results driven approach is maintained throughout the lifecycle of the programme.
