Job Description:

The Licence Fee Unit (LFU) is responsible for collecting the licence fee, the major source of funding for the BBC, generating over £3bn of revenue each year. The aim of the LFU is “to maximise long term net licence fee revenue in a way which sustains public support for the TV licence”, ensuring that the licence fee is collected in an efficient, appropriate and proportionate way.

Responsibilities:

  • Agree with business, product owners and stakeholders the Critical Success Factors (CSF’s), goals, objectives and benefits for each of the upgrades.
  • Manage and deliver within time, cost and quality constraints to enable delivery of the agreed outputs and/or benefits.
  • Co-ordinate with professional functions and stakeholders to provide a delivery approach for all releases that includes all factors pertinent to project success and agreed outcomes.
  • Maintain relationships with stakeholders, address issues, and deliver effective communication during the project lifecycle.
  • Apply oversight and evaluate, monitor and manage risks, issues, assumptions, dependencies and changes, escalating those outside of tolerance. Initiate corrective actions as required.
  • Maintain suitable plans, managing the delivery of minimum requirements and/or critical success factors, and effectively assure business and third party resource requirements.

Requirements:

  • Function – Expert knowledge and proven experience of the project lifecycle including its products, techniques, appropriate methodologies and techniques for delivery, supported by a recognised current project management qualification (e.g. Prince 2, APMQ, MSP).
  • Attainment – Demonstrable record of successful project delivery (including leading teams, budgeting, planning, quality management, reporting, managing risk), and experience of project management and collaboration tools (e.g. MS Project, MS Teams, and JIRA).
  • Communication – Excellent and well-practiced communication (spoken, written, listening), interpersonal and influencing skills with the ability to bridge programme and business speak through user-friendly reporting language to senior management and stakeholders.
  • Problem Solving and Resilience – Ability to combine patience, determination, and persistence, to analyse and troubleshoot any issue that is identified within the project.
  • Collaboration – Ability to work on own initiative and collaboratively as a team member, specifically when working with outsourced partners on large and highly visible contracts/projects of work.
